Navajo Nation Reapportionment

Welcome to the Districtr page for the 2025 Navajo Nation Reapportionment process.

Overview

Reapportionment deals with the number of Legislators and the idea number of people each Legislator should represent. The process of reapportionment in the Navajo Nation will create 24 or 25 districts within the Navajo Nation to update the constituencies of council delegates. You can use this page to comment on proposed maps and create your own map.

Introduction to Drawing a Map

In each map, you can paint Chapters to assign them to a numbered district. If you need more detailed geographic units, you can "break" the chapters into smaller census blocks. You can draw a map with either 24 or 25 districts. To change the number of districts, click the pencil icon next to the number of districts in the paint tool and choose either 24 or 25. Additionally, Agency boundaries are available to help you develop a map.

The boundaries for agencies are available under the "Overlays" panel on the right sidebar of the map interface. To display the boundaries, click the toggle switch next to the Navajo Nation Agencies entry in the overlays panel. To constrain your drawing to within a single agency, click the paint mask button next to the toggle and click an agency on the map. You will only be able to paint chapters and census blocks within that agency; you can return painting all areas by releasing the paint mask with the button in the overlay panel or paint menu at any time.
